The intersection of Garfield Street and Delta Avenue is one of five intersections included in Nashville’s High-Injury Network (HIN) Local Intersection Improvements project for operational and design improvements to increase safety for roadway users. All five intersections were included in the HIN for having historically high crash rates. Through a two-stage analysis and design process, NDOT will implement various solutions catered to the needs of each intersection, including improved signal timing, roadway design, and pedestrian infrastructure to increase safety at each intersection. The improvements at Garfield and Delta are expected to include sidewalks, striping improvements, enhanced bus stops, raised medians, and signage. These projects further advance NDOT’s Vision Zero program, an initiative that aims to reduce all roadway-related fatalities and severe injuries.

The Nashville Department of Transportation and Multimodal Infrastructure is pursuing street improvements for people walking, biking, taking transit, and driving on Garfield Street and Delta Avenue in the North Nashville area, and we need your help.
This intersection is in the vicinity of other projects that will improve transportation safety and operations. The Choose How You Move Plan will implement multimodal mobility improvements across Davidson County. This intersection is also nearby a protected bike lane project along Rosa L Parks Boulevard, which crosses Garfield Street.

Why we're asking
The High Injury Network (HIN) is a critical part of Nashville’s Vision Zero initiative, identifying the streets and intersections with the highest rates of severe and fatal traffic crashes. By focusing on these high-risk areas, such as the intersection at Garfield Street and Delta Avenue, the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) can prioritize safety improvements where they are most needed. This targeted approach helps ensure that resources are used effectively to make the city’s roads safer for everyone.
We are asking for feedback to ensure this project meets the community's needs and targets safety concerns at this high-injury intersection.
What we want
Our goals for this project is to improve safety by shortening pedestrian crossing lengths, reducing conflict points, and enhancing WeGo Bus Stops. As part of the Vision Zero Implementation Plan, this project will serve as a step toward achieving Vision Zero's goal to eliminated all traffic-related deaths and severe injuries, while also increasing safety, equity and mobility for all users. To this aim the Implementation Plan focuses on the five E's of safety:
- Engineering
- Evaluation
- Education
- Encouragement
- Enforcement
Engineering plays the biggest role in this implementation plan, and the design improvements emerging from this project are critical for achieving Vision Zero goals.
What we've learned
- In the past 10 years, there have been 52 collisions that occurred at or approaching the Garfield Street, Buchanan Street, and Delta Avenue intersection.
- Of the 3 pedestrian crashes, one resulted in a pedestrian fatality and two resulted in suspected minor injuries for the pedestrian.
- Existing Conditions:
- Five-leg intersection : Garfield Street, Delta Avenue, and Buchanan Street
- Area is primarily residential, with grocery stores, restaurants, and schools nearby. At the intersection, there is a convenience store.
- There is a single vehicle lane, a protected bicycle lane parallel to a sidewalk, and left turn lanes.
- The speed limit is 25 MPH, and there is a 20 MPH warning on the westbound approach.
- There are crosswalks on four of the five legs of the intersection.
- The east leg crosswalk features a pedestrian refuge area midway protected by raised curb and has flashing warning beacons.
- There are currently WeGo route 22 stop locations.
